Draft Minutes of the Annual Meeting of the Parish Council Held on 13th May 2026 in the Chapel Meeting Room Bootle, Commencing at 7.30pm

Present: Cllr R Kenworthy (Chair), Cllr S Duck, Cllr A Woodcock, Cllr A Pratt (Cumberland Council), Mrs L Cooper (Clerk)

1/26: Election of Chair: Cllr Kenworthy was duly elected as Chair and signed the acceptance of office.

2/26: Election of Vice Chair: No nominations were received.

3/26: Apologies for Absence: Cllr D Faulkner (holiday), Cllr R Reed (personal).

4/26: Minutes of Annual Meeting of 14th May 2025: Approved.

5/26: Appointment of Members to Serve on Outside Bodies: BDSSA project – Cllr Kenworthy.

There being no other business the ordinary meeting continued.

6/26: Exclusions of Press and Public: None.

7/26: Declarations of Interest: Cllr Kenworthy declared an interest in Agenda item 12 BDSSA.

8/26: Minutes of Meetings Held on 15th April 2026: The minutes of the meetings were recorded as correct and signed by the Chair.

9/26: Police Liaison Report: Previously circulated. No comment.

10/26: Progress Reports

Clerks Report: None.

11/26: Public Participation: None.

12/26: District Councillor’s Report: Cllr Pratt gave the following report:

  • No changes to council as election in 2027.
  • Boundary review completed – no changes to Bootle parish. Increase of councillors to 55 and a mayor for Cumbria.
  • A595 works – night closures if there are any areas of standing water needs reporting.
  • Consultation re changes to parking in lay byes amended scheme going out for consultation.
  • GDF – application to undertake bore holes to be submitted w/c 18 May 2026.
  • Cumberland want to use Bootle as a test case for asset transfer of the car park.

13/26.1: Applications

7/2026/4020 – Land adjacent to Falcon Place, Stockbridge Road, Eskmeals – Construction of a small maintenance & general storage agricultural building – Not supported due to size of the building, its close proximity to the road and uncertainty of additional road flood risk.

13/26.2: Ratifications: None.

13/26.3: Approved Planning Applications: None.

14/26: Financial Records

The Clerk reported that she had received a Business Rates invoice for Church Lane Office. Contact had been made with the Rates Dept and the matter resolved.

14/26.2: Receipts

14/26.3: To Receive and Note the Bank Statement 30 April 2026: Not received.

14/26.4: To Consider the Budget Comparison Report as at 30 April 2026 and Determine Action Needed to Address Deviations from the Budget: None required.

14/26.5: To Accept the Internal Auditor’s Report and Note Any Actions Required: Resolved to accept the report and actions noted.

14/26.6: To Approve the Annual Governance Statement for 2025/26: Each point was read and resolved to declare compliant on all points.

14/26.7: To Approve the Annual Accounting Statement for 2025/26: Resolved to approve the accounting statement as prepared. Clerk to submit all relevant documentation to the External Auditors.

15/26: Village Matters

15/26: Community Plan: Remove Bootle VH from questionnaire. Go Live at Annual Parish Meeting. Deposit box in shop for completed forms. To be completed by 1 July 2026.

15/26.2: Footpath Wellbank/S106 Monies: Cllr Kenworthy reported that Wellbank have yet to confirm formally the public route across their site.

15/26.3: Hycemoor Field: Combined drain requires approval by United Utilities. Cllr Kenworthy to contact. Still awaiting map to confirm location prior to signing.

15/26.4: Environment Issues: Volunteers required to tread down bracken in Community Woodland.

15/26.5: Car Park by Toilet Block: No progress.

15/26.6: Councillor Vacancies: Cllr Kenworthy to include in Chair’s report and emphasise importance of community engagement.

15/26.7: Village Map: Village map approved and to be launched at Annual Parish Meeting.

15/26.8: Monk Moors: Fire Brigade confirmed that no properties at risk. Bridge has been inspected by Network Rail. Cllr Woodcock to investigate door sticking on defib box.

15/26.9: Annual Parish Meeting: 21 May 2026 Captain Shaw’s School, commencing at 7pm. Light refreshments. Speakers to include School, BDSSA, Alexander House, WI, Community Plan, Village Map.

16/26: Reports from Representatives on Outside Bodies and Working Groups

16/26.1: BDSSA – Cllr Kenworthy reported that additional documentation requested by LDNP has now been submitted.

17/26: Correspondence: All correspondence has been previously circulated. The following had been received: None.

16/26: Councillor Matters:

  • Cllr Woodcock asked if the phone boxes at Monk Moors and Hycemoor could be repainted.

152/25: Next Meeting: The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 10 June 2026 at 7.30pm.

There being no other business the Meeting closed at 2131hrs.
