144/25 Public Participation

A member of the public reported that the potholes at Annaside had been repaired and that Engineers from Cumberland had investigated the flooding problem and determined that it was a collapsed culvert. This is to be resolved by repair and possible resurfacing of the road once the culvert repair has been completed.

The member of public expressed thanks to the Parish Council and Cllr Pratt is assisting in this matter.

The Chair thanked the member of public for their update.

145/25 District Councillor’s Report

In Cllr Pratt’s absence the following report was made:

Cumberland are waiting for a start date from the contractors to replace the road surface at Buckman’s Brow to Duddon Bridge which failed the skid test.

Cumberland no longer have network engineers all Highways issues to be directed through the Highways mentor Terry Wallace.

CALC are looking to produce a list of Internal Auditors for financial year 27/28.

147/25.4 To consider the Budget Comparison Report as at 31 March 2026 and determine action needed to address deviations from the budget

The clerk reported that the total spends for the financial year had been £86259.04 and the total income was £76812.19, The current account was £9847.51, and the deposit account was £27479.13 of which £11186 were committed reserves and a general reserve of £25601.

147/25.5 To approve the Risk Register/Risk Assessment for 2026/27

Resolved and approved.

147/25.6 To approve the Asset Register as of 31 March 2026

Resolved and approved, bus shelters at a value of £2 to be removed from asset register as now owned by Cumberland Council.

148/25 Village Matters

148/25.1 Community Plan

Final Questionnaire approved. Clerk to contact website provider to place on website as a test run to launch questionnaire at the Annual Parish Meeting with a deadline for completion end of July. Clerk to provide hard copies for Annual Parish Meeting.

148/25.2 Footpath Wellbank/S106 monies

Cllr Kenworthy reported that he was waiting for Wellbank to confirm the public route across their site following an on site meeting last month.

148/25.3 Hycemoor Field

Councillors rejected the proposal by Viberoptix to use poles on Hycemoor field, considering poles not the solution and that the company needs to consult with residents,

Cumberland have agreed in principle to surface water drain, awaiting invert levels spec confirmation. Once received local companies to be contacted re quotes for installing herringbone drainage system on the field.

TP1 received for proposed land purchase, require sight of the final red map before approving and signing.

148/25.4 Environment Issues

Request for funding to dispose of waste collected at Annanside.

Resolved to pay for 2 skips.

148/25.5 Car Park by Toilet block

No response from Cumberland to last email.

To address at the Annual Parish Meeting.

Pictures selected and wording signed off. Cllr Duck to contact supplier and request a visual mock up of map for approval.

Deferred to May meeting.

21 May 2026 Captain Shaw’s School, commencing at 7pm. Light refreshments.

Clerk to contact potential speakers.

Resolved to support in principle.

149/25 Reports from representatives on outside bodies and working groups

149/25.1 BDSSA

Cllr Kenworthy reported that awaiting a revised flood risk assessment and Training Barn external designs are underway for submission to LDNP following their feedback.

150/25 Correspondence

All correspondence has been previously circulated. The following had been received:

  • Notification for external audit received.
  • Village Heat share – not suitable for Bootle
  • Questionnaire from CALC re locum clerk service. Clerk to respond.
  • Notification from Police and Fire Commissioner of some funding available for crime prevention, cut off date 30 April 2026

151/25 Councillor Matters

  • Cllr Duck kindly offered a metal box for the replacement of the damaged one in the book box. Once confirmed appropriate to arrange replacement.

152/25 Next Meeting

The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 13 May 2026 at 7.30pm.

There being no other business the Meeting closed at 2056hrs.
