121/17 DECLARATIONS OF INTEREST

Cllr Faulkner declared an interest in Agenda item 12.3

122/17 Minutes of Meeting held on 15th January 2018

The minutes of the meeting held on 15th January 2018 were approved and signed by the Chairman.

123/17 Police Liaison Report

A report had been received and circulated to all Councillors prior to the meeting. The report was accepted.

124/17 Bootle in Bloom

With the approval of the Council the Chair elected to bring forward Agenda item 11.2 to allow Mrs Hill to give an update to the Council.

Mrs Hill reported that there were 80 containers and 2 small gardens that the group oversaw. The garden at the corner of Mill Street had been cleared and 3 trees planted and a wall to be built to enclose a display for the RAF commemorative garden. An ensign was on order and it was planned to interchange the display and make it a focal point.

There were plans to go into the school and talk about miniature gardens, have a planned competition and give prizes

The biggest expense was the changeover planting.

She asked if a plaque for the Cumbria in Bloom award could be placed on the road signs at each end of the village.

It was planned to enter Cumbria in Bloom in 2018 and judging would be the first 2 weeks in July.

The benches required oiling.

Toilets project – the Bootle in Bloom team offered to paint the outside of the toilets and would be happy to plant window boxes

Mrs Hill was thanked for her report and the continued great work the Bootle in Bloom team before leaving the meeting.

125/17 PROGRESS REPORTS

125/17.1 Flooding

Cllr Kenworthy reported that the group setup with West Cumbria River Trust, the EA, Cumbria Wildlife Trust, and Copeland and County councils had revised the strategy for the works in Upper Kinmet wood. The group having considered the overall flooding issues consider adding this work to a wider project using the upstream project as a pilot, including schemes for farmers and full river modelling. The local flood group would therefore focus on gravel management in the meantime – Cllr Kenworth to work with the flood group to organise a team to undertake the works between June and October.

125/17.2 Toilet Refurbishment

Cllr George presented a plan of a reconfiguration of the toilets which took into account the footfall and although it may cost more would be a better outcome for the toilets. The proposal was to change to layout to include a 196sq ft of possible retail space at a cost of approx. £20k

Possible contractors had been approached, some had declined and she was awaiting estimates from others.

It was noted that the highest footfall was when there were events at the church.

Clerk to check that there were no conditions attached to the deed of transfer.

It was suggested by Cllr Miles that two disabled toilets only be installed rather than the proposed 2 toilets (1 x gents, 1 x ladies) and 1 disabled toilet.

Cllr George agreed to spec out a configuration for 2 disabled toilets to be used by all and estimate costs and bring to the next meeting.

126/17 PUBLIC PARTICIPATION

No members of the public were present.

127/17 County Councillor and District Councillors’ Reports

Cllr Hitchen had sent a report via the Clerk stating that road repair funding had been reduced to £1.8m for the Copeland area.

129/17 FINANCIAL RECORDS

129/17.1 The following payments were approved:

The Council RESOLVED on the Clerk’s recommendation that £2000 be transferred from the deposit account into the current account to ensure that sufficient funds would be available for the new financial year. Proposed by Cllr George, Seconded by Cllr Miles and agreed unanimously to accept this proposal.

129/17.2 Receipts

None received

129/17.3 To receive and note the bank statement dated 31 January 2018

The Clerk had balanced this to the accounts and this was checked and verified by Cllr Kenworthy

129/17.4 To consider the Budget Comparison Report as at 31 January 2018 and determine action needed to address deviations from the budget.

It was resolved that the following amendments would be made to the budget:

  • Adjust up Clerks and Councils expenses by £84.50
  • Adjust up Soc of Local Clerks by £33.34

Monies to be taken from the projects budget.

130/17.5 To approve S137 donations

A request had been received from Citizen’s Advice for a donation, after discussion it was agreed not to donate to this cause.

131/17 VILLAGE MATTERS

131/17.1 Councillor vacancies

The Clerk reported that there had been no response to the email to Cllr Woodhouse.

131/17.2 Bootle in Bloom

See item 124/17 above

131/17.3 Fell Field Rents

The Clerk reported that Mr P Tyson wished to continue renting the Fell Field. An invoice to be raised and issued.

131/17.4 Allotment Field

In the absence of Cllr Stoker, this item was deferred to the next meeting.

131/17.5 Hycemoor Way football pitch

As 2 goal posts are in evidence in the area it was agreed that this matter is now closed.

131/17.6 Proposed new Data Protection Regulations 2018

The Clerk reported that she was attending a course on the above on behalf of the Parish Council on 8 March 2018 at Newby Bridge and would report back to the next meeting.

131/17.7 Big things – public art

Correspondence had been received from “Big Things” regarding small villages to be involved in a tv programme to bid for a piece of public art. After discussion the council agreed that this was not something they wished to pursue.

132/17 Reports from representatives on outside bodies and working groups

132/17.1 Beach

A Freedom of information request had been submitted to Cumbria CC and Copeland BC regarding this. A response had been received from Copeland BC (email 23 January 2018) stating that all information was held by Cumbria CC highways. No response had yet been received from Cumbria CC

132/17.2 Wellbank

Detail Planning had not yet been approved. A proposed condition of the Highways was to install a footpath. Efforts by the Council to get a County Highways design consultant available have not been successful yet. It is believed that the developer has included £50k as an S106 provision in his application..

Cllr Faulkner to contact County Highways to enquire if a plan was in place for the footpath and its location /estimated cost based on the S106 request..

132/17.3 Swimming Pool

Cllr Faulkner reported that applications had been submitted

133/17 Correspondence

All correspondence has been previously circulated. The following had been received:

  • A letter of thanks from Mr J Southwood for the kind messages and cards received
  • A request had been received from Waberthwaite Parish Council re the proposed Ward boundary changes in Copeland. Cllr Faulkner stated that he had responded on behalf of the council with regards to the Bootle area. No response was to be made to the Waberthwaite submission which is a substantial change to the original proposal.
  • Consultation on Major road networks. It was agreed that a response should be made stressing that
    • A595 was a tourist route to Wet Cumbria and was required in supporting development in the area
    • It was the southern emergency route from Sellafield in the event of an incident
    • There had been a number of serious accidents and fatalities on the road
    • Should the Moorside/National Grid development go ahead it would be used in the transport of materials.

134/17 Councillor Matters

  • Cllr Faulkner reported that he had received information that the empty house reported at Bootle Station was undergoing renovation work, although there was no external evidence from the roadside.
  • Cllr Kenworthy requested that the Clerk chase a response from GPO regarding Bootle Station name
  • The Clerk to send a thank you to Mr James for the CD he had sent.
