139/17 DECLARATIONS OF INTEREST

Cllr Faulkner declared an interest in Agenda item 12.3

140/17 Minutes of Meeting held on 12th February 2018

The minutes of the meeting held on 12th February 2018 were approved and signed by the Chairman.

141/17 Police Liaison Report

A report had been received and circulated to all Councillors prior to the meeting. The report was accepted.

142/17 PROGRESS REPORTS

142/17.1 Flooding

Cllr Kenworthy reported that a meeting of the Flood group had taken place on 28 February and another was planned on 13 March when the focus was on obtaining the permits to undertake the gravel removal. It is estimated that approx. 500 tons will be required to be removed. The Environment Agency is wishing to stock pile the gravel on land next to the BMX track. Cllr Kenworthy to contact the BDSSC to inform them, any remaining gravel will be distributed amongst local farmers for in fill.

There is £5k in the budget to undertake the works and Cllr Kenworthy is to firm up costs and bring to the next meeting.

It is important to stress that the gravel removal works is to protect properties and the integrity of the A595 and not about protecting land.

142/17.2 Toilet Refurbishment

Cllr Faulkner reported that a meeting had taken place with Cllr George and a contractor who will submit a quote for the next meeting. It is expected that works would be undertaken later 2018.

It was agreed that painting of the outside could be undertaken, the clerk to contact Bootle In Bloom to take up their kind offer and instruct them to go ahead with the painting

The Clerk reported that she had obtained a copy of contract between the Parish Council and Copeland BC and there was a 10 year covenant attached to the transfer. The Clerk was instructed to contact Copeland BC to see what would be required to lift the covenants.

Cllr George to investigate the costs of the planning application and plans for the final layout before it goes out to tender.

143/17 PUBLIC PARTICIPATION

No members of the public were present.

144/17 County Councillor and District Councillors’ Reports

Cllr Hitchen had sent a report via the Clerk stating that the A595 from Buckman’s Brow to Duddon Bridge will be closed overnight from 19 March for 5 nights so that repairs can be made to the road surface.

It was noted that the transfer of £2000 from the deposit account into the current account had been undertaken as per the last minutes.

146/17.3 To receive and note the bank statement dated 28 February 2018

The Clerk had balanced this to the accounts and this was checked and verified by Cllr Capstick

146/17.4 To consider the Budget Comparison Report as at 31 January 2018 and determine action needed to address deviations from the budget.

None were required.

147/17 VILLAGE MATTERS

147/17.1 Councillor vacancies

Cllr Read reported that adverts for the vacancies had been put out, but as yet there had been no response.

The Clerk reported that as Cllr Woodhouse had failed to return the Declaration of Interests form, legally he could no longer act as a Councillor.

147/17.2 Annual Parish Meeting

The School hall had been booked for 25 April, but after discussion and the expected absence on that date by a number of councillors it was agreed to move the date to the third week in May. Cllr Faulkner to contact Councillors with the date booked after checking availability with the school.

Agenda items would include updates on flooding measures, toilets, Bootle in Bloom, fitness, the Pavilion improvements and Wellbank.. The Mayor, Cty Cllr Hitchen and representatives from the LDNP, Rivers Trust and Wildlife Trust to be invited.

Final details to be agreed at the April meeting.

147/17.3 Bootle in Bloom

The Clerk to contact Bootle in Bloom for the correct wording for the plaques.

147/17.4 Allotment Field

In the absence of Cllr Stoker, this item was deferred to the next meeting.

147/17.6 Proposed new Data Protection Regulations 2018

The Clerk reported that she had attended the course and there was a great deal of work that was required to ensure that the Parish Council was compliant with the new regulations.

A draft Complaints Procedure had been previously circulated by the Clerk to all Councillors.

It was proposed by Cllr Read and Seconded by Cllr Faulkner to accept the document as it was. This was agreed by the Council

A draft Code of Conduct had been previously circulated by the Clerk to all Councillors

It was proposed by Cllr Kenworthy and Seconded by Cllr Capstick to accept the document updated to be specific to Bootle Parish Council. This was agreed by the Council

148/17 Reports from representatives on outside bodies and working groups

148/17.1 Beach

A response was expected to the Freedom of Interest request by 23 March 2018.

148/17.2 Wellbank

No further updates

148/17.3 Swimming Pool

Cllr Faulkner reported that applications had been submitted, 2 had been turned down and feedback from Sport England was being awaited.

148/17.4 Wellbank Footpath

Cllr Faulkner reported that he was meeting with Kevin Cosgrove on 13 March, where he would pursue the condition of the planning application and the downgrading of the proposed footpath from a bridleway to a footpath. He would also query the costings produced.

It was agreed that a formal letter be sent to CCC re this matter such that a full understanding of the position was available prior to the annual meeting

149/17 Correspondence

All correspondence has been previously circulated. The following had been received:

  • A request had been received from Jobcentre plus for their contact details to be placed on the Parish Council website, this was agreed.
  • The 3 tier meeting was now on 15 March

150/17 Councillor Matters

  • Cllr Read questioned the street light maintenance programme which appeared to be hit & miss. It was advised that any street lights not working should be reported on the County Council’s HiMs system quoting the lamp number
  • Cllr Read stated that on a recent litter pick it was noted that the drains on the C4027 were still blocked and this had been reported on a previous occasion.
  • Cllr Read noted that in the /recent Copeland Matters, that a litter pick at Egremont had been provided with bags and litter pickers and that a supply of equipment should be given to the Bootle in Bloom team. It was also suggested that a Lengthsman be employed.

  • Cllr Capstick stated that there still complaints of dog fouling at Hycemoor
  • Cllr Faulkner reported himself and Cllr Kenworthy had been inducted to enable them to gain access to the meeting room at the Fire Station.

151/17 Next Meeting

The next meeting to be held at the Community Room, Bootle Fire Station on 16 April 2018 at 7.30pm
