40/17 Minutes of Meeting held on 12th June 2017

The minutes of the meeting held on 12th June 2017 were approved and signed by the Chairman

41/17 Police Liaison Report

A report had been received and circulated to all Councillors prior to the meeting. The report was accepted.

42/17 PROGRESS REPORTS

42/17.1 Defibrillators

The Chair reported that the defib had been received. BT are to remove the phone and the contracts have been signed. A local electrician will install the unit for free. Cllr Miles kindly offered to train local residents/volunteers on how to use them once installed.

42/17.2 Flooding

Cllr Kenworthy reported that following a face to face meeting permissions from the landowners for works on Kinmont Bank had been obtained following review. The total cost for the application has been confirmed with CCC at £200 not £50 for the necessary permits. Ashtowns at Maryport have been approached to remove gravel, and site visit to be confirmed. It was indicated that it may be too far for them to travel but may be able to suggest someone more local following the visit to assess

the scope. A flood resilience meeting is to be organised for the end of July/early August to organise the works within the submitted permit.

43/17 PUBLIC PARTICIPATION

Mr Bullivant sought further information on the flooding issue and was brought up to date to progress so far.

44/17 County Councillor and District Councillors’ Reports

The Clerk reported that Copeland ward boundaries were being reviewed. It was hoped that the South Copeland Partnership would meet in the Autumn. Copeland were undertaking a rural survey

46/17 FINANCIAL RECORDS

46/17.1 The following payments were approved:

Cllr George reported that the cleaner was challenging the agreement regarding toilet cleaning. Income was to include cleaner providing cleaning materials, bin bags and disinfectant.

Cllr George to approach Mrs Pennelluum to ascertain/discuss salient issues.

46/17.2 Receipts

VAT return £2138.49

The Clerk reported that £737.82 of the VAT return has been allocated to Bootle in Bloom.

A credit of £950 was shown on the bank statement but there was no indication what the credit was for. On further investigation that it was suggested that this may be a grant awarded to Bootle in Bloom from Nugen Green Grants 2016 fund.

46/17.3 To receive and note the bank statement

A bank statement was received and reconciled by the Clerk. Cllr Kenworthy agreed the reconciliation and signed the accounts sheet accordingly.

46/17.4 To consider the Budget Comparison Report as at 30 June 2017 and determine action needed to address deviations from the budget.

It was resolved that the following amendments would be made to the budget:

  • 1. The purchase of the Defib to be placed against projects
  • 2. The mower repairs and purchase of grass collector to be moved from general maintenance and miscellaneous purchases into projects, as the repair and purchase was to facilitate the project of grass cutting and improving the general appearance in the Hycemoor area
  • 3. It as agreed that the underspend on the CALC subscription (£6.72) would be used to cover the overspend on bank charges (£5)
  • 4. Income – the VAT claim was adjusted up from £1200 to £2138.49

46/17.6 Bank signatories

Cllr Capstick had signed the necessary forms to become a bank signatory.

47/17 VILLAGE MATTERS

47/17.1 Councillor vacancies

No responses had been received for the 2 vacancies. Mr Bullivent raised the issue that on review of the website the vacancy link did refer to application but to the bench replacement. The Clerk agreed to correct this.

47/17.2 Application to correct Common Land Register CL430 Hyton Marsh

No decision was made on this application

47/17.3 CALC Survey

No decision was made on this. The Clerk was to complete her part of the survey

47/17.4 Works on corner of Church St

The barriers have been removed and the issue has been reported on CCC HIMS

47/17.5 Local government boundary changes

As this did not have an immediate impact on the Parish Council, it was agreed to await the outcome of the recommendations.

47/17.6 NWCC response to consultation

A response had been formulated and circulated in line with the PCCG group response. It was felt that the important element was incomplete information being provided by NWCC to be consulted on eg transport strategy

47/17.7 Water Bill

In light of the changes to access to water suppliers it was agreed to compare current costs with other providers. The Clerk to provide details of water consumption and tariffs for the next meeting.

47/17.8 Field Rents

Information regarding the fields has been sent to Land Registry. It is noted that there is no fencing to one field. It would cost approx. £3k to fence the field. Currently there is no income coming in from the fields.

It was resolved to advertise for tenders for both fields. Cllr George to lead.

47/17.9 Christmas Lights

Cllrs Kenworthy and Faulkner to meet to measure up the requirement required to connect to the Church

48/17 Reports from representatives on outside bodies and working groups

48/17.1 Beach

Cllr Kenworthy reported that Cty Cll Hitchen had attended a combine councils meeting and had the item minuted. Copeland Highways Group are meeting at the end of July and their official position will be minuted there. BPC are still to await the official response before deciding how to progress.

48/17.2 Wellbank

A new website has been launched and it was hoped to install roadways and services.

48/17.3 Swimming Pool

Cllr Faulkner reported that fund raising had commenced and that it was expected to submit a planning application by the end of July,

48/17.4 Wellbank Footpath

No action or further update from CCC but it was hoped that the announcement of the LDNP gaining World Heritage Status would help this project along

49/17 Correspondence

All correspondence has been previously circulated. The following had been received:

  • ACT had sent out a leaflet that can be distributed to all home owners with regards to emergency planning

50/17 Councillor Matters

  • Cllr Faulkner reported that the CH4 TV crew had a series on More4 (8 episodes) on Tuesday at 9pm called Yorkshre Dales and the Lakes. There were bits in it relating to Bootle
  • Surgery – it was noted that the new doctors may wish to address the next meeting re future arrangements.
