The minutes of the meeting held on 10th July 2017 were approved and signed by the Chairman

57/17 Healthcare Provision for Bootle

Lisa Drake, Practice Manager and Dr Eve Miles GP gave an update on the Healthcare provision for Bootle Surgery.

Positive news – July saw recruitment of Doctors and Dispensers. Services to Bootle surgery to be increased to 4 days a week from w/c 16 September 2017.

Surgery was keen to ascertain how many patients from Bootle area cannot get to Seascale either because of transport or other issues and were seeking assistance in how to gather this information, including is the surgery providing the right service and were patients experiencing problems accessing hospital services.

Negative news – the surgery was short of specialist nurses for chronic diseases and was losing another practice nurse.

Dr Miles reported that she was joint GP lead for Copeland Integrated Care Community (ICC) which includes Primary/Secondary/Social care.

The surgery is investigating the potential use of video consulting and asked if this was something the residents of the parish would get involved in.

They were struggling to get patients to use the on line service for ordering medications and for booking appointments.

The surgery was putting together a business case and project development for the use of a bus to travel to outlying areas to provide services.

They are looking to trial from Bootle a video conference link to a doctor at Seascale.

The surgery was linked in with John Popham who runs digital tea parties to encourage using technology and is keen to use Bootle as a project. It was suggested that the WI may be an ideal start point.

There were questions of where community spaces were available with guest Wi-Fi for villagers to contact the surgery and also where outreach appointments may be undertaken.

Ms Drake and Dr Miles were thanked for their report and left the meeting

58/17 Police Liaison Report
A report had been received and circulated to all Councillors prior to the meeting. The report was accepted.

59/17 Progress Reports

59/17.1 Defibrillators
Cllr Faulkner reported that the containment box had been installed at Hycemoor. The Community Heartbeat Trust had arranged to provide paint to refresh the phone box and it was hoped to have this delivered in the next week.

There was no funding for the defib at the Monksmoor site.

Awareness training had still to be organised with Cllr Miles.

A working party was to be organised to re-paint and refurbish the phone box

In the absence of Cllr Kenworthy this was deferred to the next meeting

63/17.4 To consider the Budget Comparison Report as at 31 August 2017 and determine action needed to address deviations from the budget.

It was resolved that the following amendments would be made to the budget:

Expenditure
Adjust down Insurance from £650 to 577.72
Raise the Legal expenses budget up from £100 to £293 adjustments to be made up from underspend on insurance and increased VAT refund.

63/17.6 Water Bills
It was noted that water bills were now open to competition. Cllr Faulkner had investigated and the current standard variable tariff which the toilets are currently on was 5%. cheaper than a fixed tariff rate.

63/17.7 Insurance
The Clerk reported that a letter had been received from Aon stating that they would no longer be providing insurance cover for Parish Councils from 2018. It was resolved that in January 2018 quotations would be obtained from other providers prior to the insurance being due.

64/17 Village Matters

64/17.1 Councillor vacancies
No responses had been received for the 2 vacancies.

64/17.2 Common Land
The Clerk reported on the course that she had attended on Common Land, Village Greens and Rights of Way. Cllr Faulkner stated that he had maps of common land within the Parish and he would hand them over to the Clerk.

64/17.3 Field Rents
Cllr George had obtained a template for offering the fields out for tender to rent.

64/17.5 Toilet refurbishment
Further repairs had been undertaken on the toilets and it was recommended that the refurbishment be brought forward. Cllr Faulkner had received a quote from a refurbishment company that quoted £76000 to undertake the works. This was considered to be too expensive further quotes to be obtained..

It was agreed that stainless steel fittings were expensive and restrictive regarding cleaning materials that could be used.

It was resolved to replace the cistern systems in the gents, Re-paint the walls. Improve the disabled toilet including access. Determine if ceilings required replacing. Check the guttering. Install a donation box.

Involve the community in the project to reduce labour costs.

64/17.6 Community Led Planning Event
A It was unclear if anyone could attend this event. It was agreed that Bootle’s plan required updating along with the action plan. The capability to deliver a neighbourhood plan was in doubt due to lack of resources.

64/17.7 Community Plan
This has not been reviewed since 2006

64/17.8 Human Resources
It was agreed that the staff appraisal of the Clerk would be undertaken prior to the October meeting. A pay review will be undertaken.

It was resolved that the Council would support the Clerk for the CiLCA course by paying a third of the cost of the course and registration.

65/17 Reports from representatives on outside bodies and working groups

65/17.1 Beach
Cllr Faulkner reported that there was no movement on this and still awaiting an official response

65/17.2 Wellbank
Still awaiting the decision on S106 monies and distribution. At the beginning of the project it was promised £50k for the footpath and £50k for the swimming pool. There has been no activity other than workers using the site as a base for removing scientific equipment that had been put in place for the undergrounding of power cables in the Silecroft area.

65/17.3 Swimming Pool
Cllr Faulkner reported that the planning application had still not been adjudicated and that the planning dept were still liaising with the architect.

65/17.4 Wellbank Footpath

67/17 Councillor Matters

  • Cllr Faulkner reported that he would be attending the 3 tier meeting on Thursday 14 September at Millom Network Centre
  • Cll George reported that the telephone line at Monk Moors had been cut again by contractors and this was a regular occurrence.
  • It was suggested that the future of the allotment field be put to the Community. This to be put on the next agenda
