DRAFT MINUTES OF THE EXTRAORDINARY MEETING OF THE PARISH COUNCIL HELD ON 12TH JULY 2023 IN THE CHAPEL MEETING ROOM BOOTLE, COMMENCING AT 8PM

34/23 At 7.30pm the meeting was not quorate but Cllrs Faulkner and Dunn had previously indicated that they would be late attending the meeting due to a prior appointment. The start of the meeting was delayed to 8pm to allow for the attendance of those councillors

Cllr Pratt reported that the first meeting of the South Cumberland Community Panel was held this week. A focus on transport issues was agreed.

45/23`VILLAGE MATTERS

45/23.1 Community Plan
Footpath – Cllr Faulkner reported that this had been raised with Sustainable Travel Cumbria and Sustrans and was awaiting a response.

45/23.2 Grass Cutting – School Field and Church yard
The Clerk reported that the school had been contacted re the grass cutting. Advice had been sought and the contract could continue until March 2024 under Local Government Act 1972 S.137(2). After which the school would be responsible for grass cutting costs.
The Council could under S16 Open Spaces Act 1906 contribute towards the costs of grass cutting after that date, Further meetings to be arranged with the school to agree the most appropriate a way forward in line with budget timescales.

45/23.3 Monk Moor Telephone Box
The defib box and pads have been ordered and awaiting delivery

45/23.4 Hycemoor – request to purchase land
Resolved that the Clerk Mrs Lesley Cooper be approved to sign all documentation pertaining to this sale on behalf of Bootle Parish Council

Resolved that the Clerk pursue the linking of council email addresses to the website. Proposed Cllr Faulkner Seconded Cllr Read

The Clerk gave an overview of responsibilities. To be a standing item on the Agenda under Environmental Issues

BDSSA – Cllr Kenworthy reported that official confirmation of funding is shortly anticipated following completion of all the required acceptance forms.

48/23 Councillor Matters

  • Cllr Faulkner reported that the South Copeland Partnership was due to meet on 14 July 2023
  • Cllr Dunn reported that the judging for Cumbria in Bloom was on 13 July 2023
  • Cllr Read reported that the coastal path was washing away from Bootle beach towards Tarn Bay Treats and was overgrown in other areas. Cllr Pratt to investigate

The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 13 September 2023 at 7.30pm.
