112/24’VILLAGE MATTERS

112/24.1 Community Plan
Clir Crozier gave a brief overview of the new proposed Community Plan
questionnaire which was approved with modifications. To be put on website and
trailed with councillors to ensure links work.

Toilets — Clir Woodcock to place a note on Cumbria Crack re toilets blocking due to
wet wipes and excessive paper.

Speeding and traffic survey – Clerk to chase Cumbria Highways re traffic
survey/monitoring

112/24.2 Footpath Wellbank/S106 monies
Clir Kenworthy reported that the proposed S106 agreement had been agreed
between LDNP the PC and developer. LDNPA and Developer formal legal sign off
and transfer monies to LDNPA to follow shortly.

LDNPA will improve the existing footpaths with the required drainage and road use
road plannings to develop an accessible path. LDNPA to continue to be responsible
for future maintenance and upkeep and look after the improvement project.

Cumberland Council will undertake the street works.

PC have received a quotation for a roadside footpath to link Wellbank and the
LDNPA path.

112/24.3 Hycemoor Field
Quote form JW Plant Ltd accepted see minute no 111/24.6 above. Clerk to contact

112/24.4 Environment Issues
ClIr Duck suggested that the prison may take on the task of trampling back the
bracken in the Community Woodland in May & August. Also 50 trees to plant. Clerk
to contact.

Flooding and natural flood management. Clirs Kenworthy and Duck attended a
conference on this subject. Important to model whole catchment area before
implementing works. Proposal developed to ask GDF Fund to fund the modelling. As
Cumberland only have funds for the actual works. An Expression of interest form to
be submitted with the council being the accountable body but the works being
undertaken by contractors.

Coastal flooding — Although Qinetiq are not responsible for road, they have confirmed
that they may be able to supply blocks free issue to Cumberland to put in place on
the beach as part of their works. Cumberland confirmed that they are looking at the
scheme and are to liaise with Qinetiq.

112/24.5 Car Park by Toilet block
Cumberland offering an asset transfer. PC not willing to accept unless re tarmacked
and drains issues sorted.

112/24.6 Village map
A draft map was presented to the council for consideration. Amendments were made
and Clerk to contact supplier re changes.

112/24.7 Ward consultation
Councillors concerned re size of current ward for 1 councillor. Clerk to submit
response. Clir Faulkner to review and feedback at next meeting

113/24 Reports from representatives on outside bodies and working groups

113/24.1 BDSSA – CliIr Kenworthy reported that the BNG assessment for the
site will be undertaken on 17 January 2025. Foundation feasibility work ongoing
based on ground investigations and Flood Risk Assessment. Clerk to chase re traffic
speed monitoring.

114/24 Correspondence
All correspondence has been previously circulated. The following had been received:

  • Application from Bootle Senior Citizens for funding — refused as budget already used to support Xmas party available to all ages.
  • Cumbria Community Foundation = requesting donation to Cumbria Winter Warmth Appeal – refused

115/24 Councillor Matters

  • Clir Falkner has received complaints about the state of pavements in Summerhill – moss on pavement. To be reported on HiMs system
  • Clir Crozier had received a complaint of a kerbstone missing — report on HIMS
  • Clir Crozier enquired about the location of the blue plaque on the station whilst works are being carried out. Clir Faulkner confirmed that it is securely locked away until works completed.

116/24 Next Meeting
The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 12
February 2025 at 7.30pm.
