DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON 8TH OCTOBER 2025 IN THE CHAPEL MEETING ROOM BOOTLE, COMMENCING AT 7.30 PM

Clerks Report
The Clerk had reported the broken salt bins and also requested “Do not follow satnav” signs for Middleton Place.

66/25 District Councillor’s Report
Cllr Pratt gave the following report

  • Cumberland undertaking a Place Standard evaluation in Urban areas. Parish Councils encouraged to undertake an appraisal which would highlight shortfalls Funding to be directed to shortfalls.
  • South Cumberland Community Panel – Cllr Pratt elected chair
  • 4 November a Food Cumberland event – access affordable food
  • Environmental enhancement funding available for National Lottery £300 – £300k applications by December2025
  • CALC AGM cancelled due to storm Amy, will be online in November
  • GDF – bird surveys undertaken over next 2 years prior to drilling
  • Wellbank footpath progressing should be completed by end of October
  • Reports of a tractor driver not complying with traffic lights at works putting workers at risk at the installation of the new footpath at Wellbank
  • Corney Bridge opening delayed due to storm, should be open 13 October, traffic will be monitored.

The Clerk presented a draft budget for consideration, Final budget to be presented at November meeting

69/25`VILLAGE MATTERS

69/25 Community Plan
Clerk to present a Questionnaire at November meeting, Ascertain cost of placing on website.

69/25.2 Footpath Wellbank/S106 monies
Footpath between Inmans Farm and Bootle Station completed. Footpath to Wellbank due to be completed end of October. Statement to be put out once completed.

69/25.3 Hycemoor Field
Clerk to chase application to connect to land drain.

69/25.4 Church View
Awaiting estimate to install an opening window and to make alterations to extract system. Quote for electrical check approved. Outstanding rent for September and replacement flooring. Spend approved up to £1500

69/25.5 Environment Issues
Cllr Kenworthy reported that the community woodland had suffered some storm damage which will be addressed in November volunteer/maintenance.

69/25.6 Car Park by Toilet block
The Clerk had received correspondence with regards to car park. Council resolved to reconsider proposal once works had been completed and the installation of EV charge points had been completed.

69/25.7 Grass by Lane House
Owned by Cumberland Council, cut twice a year.

69/25.8 Grass cutting contract
Clerk to ask current contractor for a quote.

69/25.9 Clerk’s Appraisal
To be undertaken after the November meeting. Appraisal form to be circulated

69/25.10 Assertion 10 compliance
Resolved to accept £2k quotation to upgrade website for compliance.
To set up a Bootle Parish Council Facebook page

69/25.11 Councillor vacancies
To promote with opening of footpath

70/25 Reports from representatives on outside bodies and working groups

70/25.1 BDSSA – Plans now completed and ready for submission to LDNP

72/24 Councillor Matters

  • Cllr Faulkner reported that ENW are replacing cables from Sellafield to Barrow to be put on November meeting to discuss.
  • Cllr Duck still receiving complaints re raised grids. Cllr Pratt to investigate
  • Cllr Duck showed an example in another area of a village map to discuss at November meeting
  • Cllr Woodcock reported that she had received complaints re the change to bin collections and the confusion. New bins delivered to Monk Moor residents.
  • Cllr Woodcock reported that she had ordered a new set of pads for the Monk Moors defib, but was still concerned at the lack of electricity heater pack to be investigated to extend battery life. .

73/25 Next Meeting
The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 12 November 2025 at 7.30pm.
There being no other business the Meeting closed at 2135hrs

74/25 Closed Session
It was resolved to award the cleaning contract to the existing contractor
