Clerks Report
The Clerk reported that there wasn’t a heater pack suitable for the defib at Monk Moor. To investigate swapping defibs with Hycemoor. Clerk to contact Community Heartbeat.

The member of public gave an update on the plans for Alexander House. Public meeting 13 November 2025 at Capt Shaw’s School at 7pm to discuss. The Chair thanked them for their update.

The Clerk reported that reserves had to be used for unexpected costs on footpath and website rebuild. C/Act £15818.13 (includes £14142.44 for BDSSA project). D/act £26392.31. Spending to year end to be closely monitored.
84/25.5 To receive and discuss the revised Budget report and Budget for 2026/27
The Clerk presented a final budget for the financial year 2026/27. Resolved that the spend would be £29789. Committed Reserves for Woodland to be reduced to £1k and Toilet/Office to £2k.
84/25.6 To determine the precept for financial year 2026/27.
RESOLVED that the precept would be raised to £25000 an increase of £21.87 per annum (less than 50p per week) on a Band D property, to enable to rebuild reserves. Council is expected to have approx. equivalent of 1 year’s precept as reserves.

Clerk to present a Questionnaire at January meeting,
85/25.2 Footpath Wellbank/S106 monies
Footpath to Wellbank now completed. Problems of run off from Well bank development onto new footpath to be addressed by Wellbank. Statement to be put out now completed. Approx 300 meters of hedgerow to be replaced on PROW. To arrange a volunteer day for planting in conjunction with LDNP rangers.

Clerk to resubmit application to connect to land drain.

Electrical work completed and new window installed. New Licence/lease agreement signed by new tenant to occupy from 17 November 2025. Disabled bars in toilets going rusty to obtain price for new ones.

Cllr Kenworthy highlighted anti-social non disposal of dog poo bags (i.e. leaving them on walkways / in hedgerows) was again becoming an issue / hazard. Cllr Pratt to request that the dog warden come and undertake enforcement/engagement.

The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 14 January 2026 at 7.30pm.
