PROGRESS REPORTS

Clerks Report
The Clerk reported that she had written letters to United Ultilities re the sewer
blocking and also about the number of times there has been water interruption as yet
not received a reply. Councillors requested that she pursue.

Public Participation
A member of the public raised concerns re the closing of Abbeyfield House. There
was apparently a covenant on the land made by Cumbria County Council that it could
only be used as a elderly care facility. He had written a report for sheltered housing.
He requested that the Parish Council write supporting the re-opening of Abbeyfield.
Clir Kenworthy thanked him for the input and confirmed that Clir Pratt of Cumberland
Council was aware of the points raised and had been asked to pursue this matter.

None required. The Clerk reminded the council that a draft budget would be
presented to the October meeting.

65/24.5 To receive the report from the External Auditors
The Clerk presented the external auditors report to the council and their comments
were noted. Proposed by Clir Duck and Seconded by Clir Woodcock to accept the
report.

65/24.6 To consider the request for funding — Bootle Women’’s Institute
A funding application had been received for £680 towards the cost of the Annual
Christmas Party for all residents over the age of 60 years residing in Bootle.
Resolved to give the donation under S137 Local government Act 1972

66/24 VILLAGE MATTERS

66/24.1 Community Plan
CliIr Crozier requested that the October meeting focus a review of the current
Community Plan in preparation of undertaking a new one.
Clir Anderson stated that the artwork for the proposed street map would be £500 it
was resolved to undertake this project on this basis.

66/24.2 Hycemoor – request to purchase land
No progress

66/24.3 Hycemoor Field
The Clerk had received 4 responses from residents re the future of the field.
Suggestions around improved drainage, maintenance of bushes and installing an all
weather area for the children.
There had been 2 offers of help.
Clerk to obtain quotations to undertake drainage works.
Clerk to respond to offers of help

66/24.4 Footpath Wellbank
Clir Kenworthy reported that was awaiting the availability of LDNP and Cumberland
representatives to arrange a meeting.

66/24.5 Environmental Issues
Clir Kenworthy reported that the bracken on the Community Woodland has now been
cut back.

66/24.6 To approve the Financial Regulations
Subject to the changes to amounts in 5.8, 5.9,5.15 Council resolved to accept the
Financial Regulations

66/24.7 To set the date for the Clerks Appraisal
To be undertaken on 9 October after the meeting.

67/24 Reports from representatives on outside bodies and working groups

67/24.1 BDSSA – Clir Kenworthy reported that all Geotech work had been
undertaken. The proposed pavilion building will need to be of a pile and suspended
raft design to meet the ground conditions and Flood Risk Assessment. Outline design
and costs are currently being investigated.

67/24 Correspondence
All correspondence has been previously circulated. The following had been received:
correspondence had been received re Polling Stations/ Council resolved to keep as
is.

68/24 Councillor Matters

  • Clir Woodcock reported that the Monk Moors road was in a poor state and Cumbria
    Council would not adopt until MOD brought it up to standard. Suggested that all
    residents write to MOD re this.
  • Clir Kenworthy reported that on 14 November 2024 in Kendal there is a Natural Flood
    Management Conference from 9am to 4pm. Clir Duck to check her availability.
  • Clir Duck gave her apologies for the October meeting.

The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 9 October
2024 at 7.30pm.
