The Clerk reported that after the payment of these invoices there would be a balance of £3000 in the current account until reimbursement received from GDF Community Fund

136/22.4 To consider the Budget Comparison Report as at 31 January 2023 and determine action needed to address deviations from the budget.
The Clerk reported that there were current overspends on Clerk & Council expenses (£247.50), Toilet block Utilities (£274.02), Toilet repairs (£642.00) and Footlight maintenance (£106.10) which would require to be adjusted by transfer of funds from Budget line Lengthsman £1400

137/22`VILLAGE MATTERS

137/22.1 Community Plan
Speeding – Clerk to Check if any speed checks have been undertaken
Broadband – National Plans to increase availability throughout Cumbria
Footpath – Cllr Faulkner reported that he had been in contact with Nicola Parker lead on Infrastructure in Active Travel.

137/22.2 Toilets
An application had been received for the post of cleaner. Resolved to appoint from 1 March on 1 months trial with relief cleaner supervising

137/22.3 Monk Moor Telephone Box
Door now repaired and replaced. Clerk to order paint to refurbish and defib cabinet
Clerk to apply to Copeland Community Fund for funding for defib cabinet

137/22.4 Allotment Field
The opening ceremony was well attended. Additional trees to be planted. Apple tree signs ordered
Cllr Kenworthy to chase contractor for final invoice, Clerk to review and submit drafted final, written report and final cost reclaim control. Thank you letters to be sent to Prison and West Cumbria Rivers Trust.

137/22.5 Hycemoor – request to purchase land
Clerk to contact potential purchasers re purchase price which was agreed in closed session

137/22.6 Coronation
Resolved to provide up to £1500 for any organisation developing an event
Resolved to purchase a commemorative mug for all children in the parish under 12 years.

137/22.7 Change of Meeting dates
Clerk presented change of dates to 2nd Wednesday in the Month

138/22 Reports from representatives on outside bodies and working groups
Cllr Kenworthy reported back from the meeting with BDSSC. Going forward this will be referred to as the BDSSA (Bootle and District Social and Sports Association) to reflect the charity commission listing and other documentation. The BDSSA are to apply for grant funding for a feasibility study into a complete significant revamp of the sports field facilities.
Resolved that the Council will support this study.
Cllr Faulkner reported that the next meeting of the South Copeland Partnership is on 28 February 2023 at 7pm. Clerk to attend in the absence of Cllr Faulkner

139/22 Correspondence
All correspondence has been previously circulated. The following had been received:

  • A draft letter had been received from the volunteer who had co-ordinated the beach clean at Annanside. Council resolved to send the letter to Trudy Harrison MP, Cllr A Pratt, Copeland BC and Mike Starkie, Mayor Copeland BC
  • An email from a resident re increased dog fouling at Monk Moors
  • Cllr Faulkner has written to the contractor re water running off Wellbank site.

140/22 Councillor Matters

  • Cllr Read has received a complaint from a resident re the bus shelter roof leaking.

125/22 Next Meeting
The next meeting to be held at the Chapel Meeting Room Bootle on Monday 15 March 2023 at 7.30pm.
