70/23 Public Participation
Two young members of the public raised the issue of lack of play facilities for the youth of Hycemoor. Suggested items were football nets, bike ramps, play equipment. It was agreed that they research and present a “shopping list” to the Clerk by 25 October 2023 to allow their ideas to be reviewed and budget costed in time for the November meeting, so that their ideas could be discussed, costed and funding opportunities sought where necessary.
The Chair thanked them for coming and raising the issue.

71/23 District Councillor’s Report
Cllr Pratt had forwarded an email to the clerk with a number of topics. Highways are proposing a speed review which includes a 40mph zone at both ends of Bootle Village prior to the 30mph signs. Councillors requested that the 30mph zone be extended beyond the Wellbank development.
LDNP are holding £50k for the proposed footpath from Bootle to Bootle Station.
Discussion is taking place on how to protect the road at Stubb Place
Corney Fell closure – it requires a new bridge, options are being discussed.
EV charge point in car park being considered.

The Clerk reported that an error had been made on the Valda account by the supplier in crediting the account by £994.04. This was raised by the Clerk with Valda Energy.

The draft budget was discussed and amendments suggested which will be presented to the November meeting for approval.

74/23`VILLAGE MATTERS

74/23.1 Community Plan
Mobile phone coverage – Cllr Faulkner reported that a new antenna is being built at Stubb Place, Not yet known when this will be commissioned.

74/23.2 Grass Cutting – School Field
Clerk to pursue with school

74/23.3 Monk Moor Telephone Box
Clerk to Check with Cllr Woodcock if defib is now operational.

74/23.4 Hycemoor – request to purchase land
Clerk to seek an update from solicitor.

74/23.5 Councillor Email addresses
Specific email addresses have now been set up. Councillors to provide own passwords to contractor. Correspondence to old email addresses will end on 31 December 2023

74/23.6 Road at Stubb Place
Reported by Cllr Kenworthy after last storm, was eventually cleared by Cumberland, Council

74/23.7 D Day celebrations
A number of beacons are to be lit in the surrounding area. Cllr Pratt suggestion of a bonfire on the beach may be appropriate for Bootle. Cllrs to consider where the best place for a beacon would be in Bootle

74/23.8 Footpath Wellbank
Cllr Pratt pursuing with Cumberland Council and LDNPA on behalf of the Parish Council.

74/27.9 Hycemoor – request for Play equipment

75/23 Reports from representatives on outside bodies and working groups

75/23.1 BDSSA – Cllr Kenworthy reported that an architect has been instructed to provide a proposed plan, which will be presented to LDNP planning and other stakeholders for discussion.

75/23.2 CALC – Cllr Faulkner attended the AGM and reported that new directors had been appointed and a discussion took place on the new Nature Recovery Strategy – Biodiversity

76/23 Correspondence
All correspondence has been previously circulated. The following had been received:

  • A document had been received from Morgan Offshore Windfarm. Cllr Faulkner to study and feedback.
  • Some Councillor’s Declaration of Interest forms had been returned for completion. To be completed at the end of the meeting.

77/23 Councillor Matters

  • Cllr Faulkner reported that the Bootle in Bloom results were due in shortly and that the signage on the entrance to the village was out of date. To be placed on the November agenda
  • Cllr Faulkner reported that repairs to the station waiting room were awaited but no programme was available from Network Rail
  • Cllr Dunn enquired whether the Bootle Station community hall was separate from the Parish Council. It was confirmed that it was.

78/23 Next Meeting
The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 18 November 2023 at 7.30pm.
