95/19.1 Toilet Refurbishment

The Clerk reported that the applications to Copeland Community Fund and Sellafield Community fund had been rejected.

Discussion took place as to whether there were sufficient funds to be solely financed by the Parish Council. This will be reviewed at the next meeting.

Retrospective access track and siting of container behind existing building
The Parish Council resolved to support this application

7/2019/4099 Tarn Point, nr Tarn Farm, Bootle Station
Installation of an 8m timber footbridge with a gate each end and associated making good of fencing to allow access across the un-named beck at Tarn Point for the England Coastal Path National Trail.
The Parish Council resolved to support this application

99/19.3 To receive and note the bank statement dated 31 October 2019

The Clerk submitted a bank reconciliation statement which was checked and verified by Cllr Stoker.

99/19.4 To consider the Budget Comparison Report as at 31 October 2019 and determine action needed to address deviations from the budget.

None required.

99/19.5 To consider a Draft budget for 2020/21

The Clerk presented the amended budget to the meeting. Subject to the Clerk’s salary review which would require amendments to the budget expenditure lines of Clerk’s salary and HMRC it was resolved to accept the budget presented.

99/19.6 To consider and approve the precept for 2020/21 financial year

After discussion it was resolved to increase the precept by 2.5% to 16810

99/19.7 To approve the Electricity contract

The Clerk presented to the meeting quotations from E:on and British Gas Light. It was resolved to move the electricity contract to British Gas Light

99/19.8 S137 Donations

It was resolved to donate £100 to Great North Air Ambulance

100/19`VILLAGE MATTERS

100/19.1 Community Plan

Cllr Capstick reported that she had obtained a community plan from a neighbouring Parish and Cllr Woodcock is to assist in moving the project forward..

100/19.2 Millholme Field/BDSCC

The Clerk reported that no response had been received.

100/19.3 2020 Land Mine Explosion, Bootle Station

In 2020 it is the 75th anniversary of the event. Council to seek permission from Northern Rail to install a plaque on a planter and also an Information Board in the waiting room giving details of the event. Cllr Faulkner to contact Northern Rail for permission.
To be further discussed at the January meeting

100/19.4 Litter picks and litter bins

Still awaiting a price from Copeland BC for the new litter bin in the lay bye

100/19.5 Power Generation

It was resolved to support the proposed bill Proposed by Cllr Stoker, seconded by Cllr Kenworthy

Cllr Kenworthy had attended two meetings with regards to AMR’s. Cumbria needs to engage further with government to maximise local development of these technologies, and highlight the synergies/opportunity to provide risk reduction by the use of existing fuel stockpiles. A report summarising the meetings is to be produced by UCLAN.

100/19.6 VE day 75th Anniversary 8th May 2020

Cllr Read to discuss with WI if they had any plans to celebrate. Parish council resolved to support the community.
To be placed on January Agenda for further discussion.

100/19.7 Christmas Tree

Cllr Kenworthy reported that the storms in 2018 destroyed the lights and damaged the Christmas tree. The tree/lights required constant maintenance and by the end of the season looked unsightly. He proposed a 3m 3D outdoor light tree which should survive and look more professional for the whole season.
Resolved to authorise Cllr Kenworthy to purchase one, maximum spend £300
Proposed by Cllr George, Seconded by Cllr Read.

100/19.8 Bootle in Bloom

Cllr Kenworthy reported that he had spoken to Bootle in Bloom with regards to the 20/21 budget of £2k. The Clerk to write formally to confirm arrangements. Bootle in Bloom are seeking help in watering hanging baskets and would like members of the community to adopt a basket.

100/19.9 To set the date for the Clerk’s appraisal and pay review

A date had not yet been set for the Clerk’s appraisal.
It was resolved by council that the Clerk’s salary to be increased to £11.22ph from 1 January 2020.

101/19 Reports from representatives on outside bodies and working groups

101/19.1 Beach

Cllr Kenworthy reported that no update on the Cumbrian Coastal Strategy had been received.

101/19.2 Feedback from Flood Group

Cllr Kenworthy reported that the flood resilience group Is asking for volunteers to conduct willow, hedge and tree planting work during November, January and February 2020. This will be advertised in the local shop and on social media. Although most of the work will be undertaken under WCRT insurance, some of the work may need to be covered by BPC insurance when WCRT are not present. It was resolved that if the risk assessments and briefings were made available to the Clerk to forward to the insurers then cover could be provided under the existing PL policy.
Further mitigation work is still on going with WCRT to invoke NFM in order to protect households.

102/19 Correspondence

All correspondence has been previously circulated. The following had been received:

  • Cllr Faulkner stated that he would be attending the LDNP transport conference in 12.11.19

103/19 Councillor Matters

  • Cllr George raised the issue of dog fouling at Monks Moors and if necessary would set up CCTV evidence to pass on to the dog warden.

104/19 Next Meeting

The next meeting to be held at the Community Room, Bootle Fire Station on 13 January 2020 at 7.30pm.
