DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON 14TH OCTOBER 2019 IN THE COMMUNITY ROOM, BOOTLE FIRE STATION, COMMENCING AT 7.30PM

The minutes of the meeting held on the 9th September 2019 were approved and signed by the Chair.
The Clerk had previously circulated a report. PCSO’s are no longer allowed to attend parish council meetings, except where there are concerns re incidents. Due to preceived under reporting the police are encouraging the public to report all incidents or suspicious circumstances on 101 for non-emergency incidents. Cllrs, therefore are to encourage reporting wherever possible.
The Clerk reported that an application had been submitted to Sellafield for funding which would be considered on 1 November 2019.

It was resolved that Clerk write to Cllr Hitchen and McGrath requesting reports for the next meeting and future meetings if they are unable to attend. It was noted that Haverigg Prison were to increase their numbers and the type of prisoner was to change. The Council expressed concern that there had been no consultation with communities and the Clerk was instructed to write to the Prison Governor.

Approved with Conditions
The council expressed concerns with regards to the planned coastal path as the route through Bootle was unknown. The Council were unaware of any there consultation and it was unclear who was now co-ordinating it due to personnel changes. The Clerk was requested to investigate as it also affects Whicham Parish and inform the council before the next meeting such that any route can be discussed.

The Clerk submitted a bank reconciliation statement which was checked and verified by Cllr Woodcock.

The Clerk presented a draft budget to the meeting, which was considered and a number of changes were made.
Cllr Kenworthy to speak with the lead on Bootle in bloom to ascertain their future plans and to explain the accounting arrangements.
The amended budget to be presented at the next meeting for ratification.

The Clerk reported that she had written to the Trustees and was now awaiting a response.
Cllr Stoker reported that CBC were not collecting the recycling boxes as agreed. Cllr George to chase.
The Clerk reported that we were awaiting the results of the consultation with regards to the telephone boxes.
The Clerk reported that she was awaiting a response from Copeland BC re costings. It was noted that correspondence had been received that the recycling bins at Bootle were to be removed.
The new Financial Regulations were approved.

Cllr Kenworthy reported that no update on the Cumbrian Coastal Strategy had been received. There had been a change of lead on this project and it was unclear who was the appropriate contact. The Clerk to Contact Cty Cllr Hitchen.
Cllr Kenworthy reported that a meeting had been arranged with West Cumbria Rivers Trust for week commencing 21st October 2019 and that planned to works on the woody dams are to commence from October 2019.
