DRAFT MINUTES OF THE ORDINARY MEETING OF THE PARISH COUNCIL HELD ON 9TH SEPTEMBER 2026 IN THE CHAPEL MEETING ROOM BOOTLE, COMMENCING AT 7.30 PM

49/26 DECLARATIONS OF INTEREST

Cllr Kenworthy declared an interest in Agenda item 12 BDSSA.

50/26 Minutes of Meetings held on 7 July 2026.

The minutes of the meetings were recorded as correct and signed by the Chair.

54/26 District Councillor’s Report

4 hour waiting signage for lay byes will be in place October and go live in November. Exempt vehicles will be wagons on taco breaks. If public car park is used by Sellafield staff to park all day, report reg numbers to Cllr Pratt.

Polling station review for response in early October.

It was raised that a camper van is been parked for some time on Bootle shore front. Registration number to be reported to Cumberland for enforcement.

57/26 VILLAGE MATTERS

57/26 Community Plan

The clerk presented an overview of the responses. Clerk to produce an action plan and send raw data to Cllr Kenworthy to produce a Community Plan.

57/26.2 Footpath Wellbank/S106 monies

The Community Plan showed a very positive response for the need for a continuous footpath from the village to the beach.

57/26.3 Hycemoor Field

Cllr Kenworthy reported that United Utilities had confirmed that it was a combine sewage system and stated that permission had to be granted by Cumberland Council. Cllr Pratt to confirm who to contact following change of personnel.

Contract for sale of land – Plan confirmed.

57/26.4 Environment Issues

West Cumbria Rivers Trust are prepared to run the event re the maintenance of trees in the community orchard. £200 to be put in budget to cover costs.

57/26.5 Councillor vacancies

No responses. Clerk to contact Electoral services to reduce councillor numbers from 10 to 9.

57/26.6 Village Map

Clerk reported that the frame should be delivered w/c 21 September 2026

57/26.7 Monk Moors

Cllr Woodcock has contact North West Ambulance re Bleed kits. They advised not to purchase.

57/26.8 Land next to car park.

Resolved to have a rolling licence with Cumberland Council

57/26.9 Dog fouling

Clerk reported there was an online link to report dog fouling. Clerk to distribute.

57/26.10 Polling Stations

Resolved to keep existing polling stations.

58/26 Reports from representatives on outside bodies and working groups.

58/26.1 BDSSA – Cllr Kenworthy reported planning approved. Developing next stage. Accounting body to be established. New Heads of term and lease to be negotiated. Cllrs Kenworthy & Duck to develop Heads of Terms for presentation to council for approval.

59/26 Correspondence

All correspondence has been previously circulated. The following had been received:

  • Letter from Cumberland re banking arrangements.

60/26 Councillor Matters

  • Cllr Woodcock had received complaints re the camper van parked on the shore front
  • Cllr Woodcock had received complaints re speeding and a near miss incident to advise to contact police.
  • Cllr confirmed that the vicar is retiring on 27 September. Cllr Duck to send a card on behalf of the Parish Council

61/26 Next Meeting

The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 14 October 2026 at 7.30pm.

The members of the public left the meeting, and the council went into Closed Session

62/26 Closed Session

  • Toilet Cleaning Contract – complaints received not cleaned on a daily basis and not locked up at night. Resolved Clerk to contact cleaner re issue and reiterate cleaning/opening time schedule.
  • Clerk submitted a claim for 25.98 hours of overtime worked. This weas approved for payment in October.

There being no other business the Meeting closed at 2115hrs.
