DRAFT MINUTES OF THE ORDINARY MEETING OF THE PARISH COUNCIL HELD ON 7TH JULY 2026 IN THE CHAPEL MEETING ROOM BOOTLE, COMMENCING AT 7.30 PM

35/26 DECLARATIONS OF INTEREST

Cllr Kenworthy declared an interest in Agenda item 12 BDSSA.

36/26 Minutes of Meetings held on 10 June 2026.

The minutes of the meetings were recorded as correct and signed by the Chair.

Previously circulated. No comment.

Clerks Report

The Clerk reported that the external auditors had requested additional information re the footpath, which had taken up a further 1 hour of the clerk’s time.

43/26`VILLAGE MATTERS

43/26 Community Plan

The clerk reported that a total of 96 responses had been received to date, the majority of response had been from residents over 50 years. Questionnaires set to school for children to complete. Message to be placed on social media to try and encourage some younger residents to complete. Closing date 17 July 2026

43/26.2 Footpath Wellbank/S106 monies

Cllr Kenworthy reported that Wellbank have yet to confirm formally the public route across their site. LDNPA ranger confirmed that the footpath around Inmans to Bootle Station does not meet criteria for Miles without Stiles.

43/26.3 Hycemoor Field

Cllr Kenworthy had contacted United Utilities who confirmed that the drains were not their responsibility /ownership. Cumberland Highways contacted again to seek permission to connect for field drainage. No feedback to date from Hycemoor residents as to how they want the field managed. Contract for sale of land – Resolved that Cllr Kenworthy sign on behalf of the Parish Council.

43/26.4 Environment Issues

Road sweeping was not undertaken even though requested. Judging of Bootle in Bloom 8 July 2026.

43/26.5 Councillor vacancies

3 people had expressed an interest but not completed the process.

43/26.6 Village Map

Map has been received. Cllr Duck produced a number of options for frames to source a suitable frame up to the value of £500.

43/26.7 Monk Moors

Cllr Woodcock has contact North West Ambulance re Bleed kits. Fire Brigade have checked all hydrants. Air locks in water system created problems for Monk Moors after United Utilities had undertaken some works.

43/26.8 Bus reform consultation

To express an interest as a stakeholder

44/26 Reports from representatives on outside bodies and working groups.

44/26.1 BDSSA

Cllr Kenworthy reported modifications to planning had been submitted. A decision expected after 24 July.

44/26 Correspondence

All correspondence has been previously circulated. The following had been received: Member of public requesting a footpath from Hycemoor to the beach. Clerk to respond. Application received from Friends of Captain Shaws School for a grant towards the purchase and erection of a greenhouse for educational purposes. Resolved to award a grant of £1600 towards the cost of the project. Permission requested to cut back brambles etc on school field.

45/26 Councillor Matters

Cllr Faulkner enquired if the land at the junction of Chapel Lane and Church Lane was included in the grass contract. Confirmed that it was not included. Cllr Duck had noted that there was no evidence that the toilets had been cleaned on some days. Cllr Kenworthy requested that dog fouling be placed on the September agenda.

46/25 Next Meeting

The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 9 September 2026 at 7.30pm. There being no other business the Meeting closed at 2115hrs.
