B Cllr McGrath reported that the Local Government reorganisation was progressing. The new authority would be called Cumberland and have a total of 46 councillors. Elections in May 2022 for the new shadow council. Cumbria CC had asked for a judicial review.
Cllr Faulkner raised the issue of transfer of assets.
The Clerk reported that Parish Council elections were to still to be held in 2023 and the full cost of the election would have to be born by the Parish Councils

The Council resolved to support this application although a concern was raised as to who would be responsible for the maintenance of the communal areas once the project was completed.

After discussion it was resolved to reduce the projects monies to £3k (£2k of which to accrue for river dredging). The expenditure budget would be for 2022/23 £24367.01

It was resolved that the precept for 2022/23 would be £19500 a rise of 13.19% on the previous year ie an annual increase of £8.28 on a Band D property. There is an expected income from rentals of £3350
Footpath between Bootle and Bootle Station – meeting to be held with Wellbank developer re the sending of the S106 monies
Play areas – Bootle Village Hall one to be removed as unsafe by the Village Hall Committee
BDSCC are responsible for the one on the football field – Note inspection report still outstanding to the clerk.
It was agreed that a wider community discussion to be had to determine need of the community and location(s)
Cllr Kenworthy to facilitate re drawing up of plans
Broadband – Fibre Community Partnership discussions approx. cost £500k for 90 properties not viable
Cllr Woodcock to contact school and place on Facebook page for volunteer(s)
Cleaner employed on a months trial. Repair undertaken to ladies flush. No hot water in toilets. Clerk to obtain quote for installation of a cleaner only hot water system and to replace the manhole cover.
Access key to toilets to be given to rental unit.
Awaiting response from other councils re sharing.
Bootle in Bloom been awarded Silvergilt for Efforts and gold for biodiversity. Short of volunteers, Cllr Faulkner to speak with organiser regarding offer from Cllr Woodcock to place notice on Facebook for volunteers
Cllr Read to seek approval by local farmers for a beacon on Black Combe and determine who is ultimately organising / coordinating.

Cllr Kenworthy gave feedback from the meeting of 1 November 2021 re the formation of a Community Partnership. As Bootle is in the LDNP it

Cllr Kenworthy reported that elderly residents have raised concerns about having to travel to Seascale when ill and the lack of a GP appointments at Bootle. A letter of concern to be sent to the Practice Manager
Cllr Kenworthy presented 2 options for consideration. It was resolved to install CCTV to the entrance to the toilets to a maximum cost of £1184
