111/23 Apologies for absence: Unitary Cllr A Pratt.

112/23 Co-option of Councillors: Sandra Duck application to be co-opted was accepted. Proposed by Cllr Faulkner, Seconded by Cllr Woodcock. Cllr Duck completed the necessary paperwork and signed acceptance of office in the presence of the Clerk.

Clerks Report
Clerk reported that the current electricity contract expired January 2025. Agreed to look at new contract Augst 2024.
Clerk reported there had been a request for a water meter reading. Cllr Kenworthy trying to locate the water meter

113/23 District Councillor’s Report
Cllr Pratt had reported that: A new bridge to be installed on Corney Fell Road. Whicham Valley road to be closed until 16 February 2024
Alexander House now closed and to be sold. Outstanding questions re covenants and ownership are currently being investigated.

Now reopened to the public, drainage modification working well so far.

The Clerk gave Cllr Woodcock contact number to enter the box

116/23.4 Hycemoor – request to purchase land
A letter had been received from vendors solicitor re purchase price. Clerk to write confirming purchase price.

116/23.5 Bootle in Bloom
Cllr Faulkner obtaining quotations for signage to be updated.

116/23.6 Footpath Wellbank
Cllr Kenworthy reported that he was awaiting LDNP to secure S106 monies with Cumberland.

116/23.7 Hycemoor – request for Play equipment
Resolved that the football nets be purchased up to a value of £500 in after confirmation from local children as to exact size/type preferred.

116/23.8 Abbeyfield
Still a question/dispute of ownership – Cllr Kenworthy had supplied some information to Cllr Pratt. Local concerns expressed that it might be turned into an HMO. Cllr Kenworthy reported that the alarm had now been switched off after the school had raised concerns,

116/23.9 Wellbank Development
3 Houses near completion and planning submitted for hub/swimming pool
Cllr Faulkner had received an email from the developer requesting agreement for the pool access proposal. The council fully support and welcome a pool facility (as outlined in the letter already on the planning portal).

116/23.12 Approve addition to Standing Orders – delegated powers for planning applications

117/23 Reports from representatives on outside bodies and working groups

117/23.1 BDSSA – Cllr Kenworthy reported that feedback from community, planning and highways had been received. Plans being updated to reflect changes prior to further consultation before planning submission. Capt Shaws School have engaged in developing ideas for planning the resited play area and a new logo being undertaken for the BDSSA

118/23 Correspondence
All correspondence has been previously circulated. The following had been received:

  • Clerk reported that a lot of correspondence from Cumberland excluded the south of the county and she had raised this concern with Cllr Pratt and CALC

119/23 Councillor Matters

  • Cllr Faulkner reported that the Station waiting room was being prepared for repair
  • Cllr Faulkner reported that there are 3 buildings on the Wellbank site
  • Cllr Duck stated that the new drains being installed at Millholme which should reduce the amount of surface water during high volumes of rainfall.

The next meeting to be held at the Chapel Meeting Room Bootle on Wednesday 20 March 2024 at 7.30pm.
