26/21 Minutes of the Meeting Held on 17 May 2021

The minutes were approved and signed by the Chair.

28/21 Progress Reports

28/21.1 1945 Landmine Explosion

Ceremony arranged for 13 August 2021 at 13:15.
Trudy Harrison MP will unveil the plaque.

Cllr Faulkner has produced an interim guest list and is organising invitation cards.

28/21.2 Dog Fouling

A resident met with the dog warden to identify hotspots and is monitoring social media.
Only one post has been made since the warden’s visit.
The Chair thanked the resident for their work.

28/21.3 EV Charge Points

The Byre car park is not suitable.
ENW are investigating a location near the Book Box.

29/21 Public Participation

A member of the public raised the poor condition of the footpath from Bootle Station to Bootle.
The Chair noted this is a known issue but would require significant funding to rectify.

The member of the public also reported a loose toilet seat in the Ladies.
Cllr George will investigate.

Construction of a single-storey front extension.
Council resolved to support.

7/2021/4066 – Ardmore, Chapel Lane, Bootle
Retention of an amateur radio mast.
Council resolved to support.

31/21.3 Approved Planning Applications

7/2021/4049 – Land adjacent to Skelda Mast, Eskmeals
Installation of a 40m Type 1S lattice tower, antennas, dishes, cabinets, fencing, and ancillary works.
Council supported the application. Approved.

7/2021/4043 – Wellbank, Bootle
Approval of details reserved by conditions – desktop land contamination study.
Compliance confirmed.

7/2021/4062 – Mayfield Farm, Bootle Station
Demolition of redundant structure and roof over access lane.
Prior Approval Not Required.

7/2021/4056 – West View, Bootle Station
Demolition of storage unit and construction of new garage/workshop.
Granted.

33/21 Village Matters

33/21.1 Councillor Vacancies

An application for co-option has been received, to be considered at the July meeting.

Clerk to advertise for councillors (5 vacancies).

33/21.2 Community Plan

Councillors were provided with the action plan and will identify lead topics for discussion in July.

Clerk to obtain further information from other councils regarding employing a Lengthsman.

33/21.3 Broadband

Cllr Faulkner is investigating setting up a community partnership and awaiting a response from Openreach.

33/21.4 Bootle in Bloom

Awaiting Copeland BC approval of finance.

33/21.5 Allotment Field / Community Forests

A resident has applied for an allotment; Council to investigate fencing costs.

33/21.6 Recycling – Monk Moors

Recycling collections remain sporadic. Cllr Woodcock continues to monitor and report to Copeland BC.

33/21.7 A595 Road Safety and Speeding

A resident raised concerns about road condition and speeding.
CCC Highways responded:

• Road resurfacing planned for 2022.
• Potholes to be filled in the meantime.
• Speed checks to be undertaken.

33/21 Reports from Representatives on Outside Bodies and Working Groups

33/21.1 Hidden Coast Project

Key updates:

• Local artists working on ideas for the art system.
• “Wheels for All” considering a session in Millom.
• Footpaths/cycleways in consultation with Copeland BC.
• Feasibility study funded for an Esk crossing bridge.
• CCC coastal footpath issues: locked gates; seasonal diversions being explored with Natural England.

33/21.2 LDNP Partnership Plan

Cllrs Faulkner and Read attended a meeting.
Council agreed not to respond to the consultation.

34/21 Correspondence

All previously circulated.

Highlighted items:

• Request for funding for grass cutting and BMX track improvements – Clerk to respond that this is the responsibility of the BDSSC.
• Request for funding for a donation box (£36.99) for the Book Box –
  Proposed by Cllr George, seconded by Cllr Woodcock to donate the full amount.

35/21 Councillor Matters

Cllr George asked that “No Mow May” be considered for next year.

36/21 Next Meeting

The next meeting will be held on Monday 12 July 2021 at 7.30pm in the Chapel Rooms, Bootle.
