Bootle Parish Council – Minutes of the Meeting Held on 10 September 2018

55/18 Declarations of Interest

Cllr Faulkner declared an interest in Agenda Item 12.3.

56/18 Minutes of the Meeting Held on 9 July 2018

The minutes were approved and signed by the Chairman.

57/18 Police Liaison Report

A report had been received by the Clerk and was to be sent out to Councillors.

58/18 Progress Reports

58/18.1 Flooding

All works allowed under the permits had been completed and no issues remained.
Stakeholder and landowner forms confirming satisfaction with the works had been signed.

The upstream retention project continues through engagement with farmers and landowners by West Cumbria Rivers Trust. Further progress meetings are being arranged.

58/18.2 Toilet Refurbishment

Cllr George had been in contact with Copeland Disability Forum regarding alterations and the new disabled toilet. A template plan had been provided.
It was agreed that there would be no baby change facility, and that each toilet would have a sink.

Cllr Kenworthy will draw up plans to obtain estimates.

58/18.3 Emergency Plan

Cllr Miles requested the template be forwarded to him for completion.

No members of the public were present.

59/18 County Councillor and District Councillors’ Reports

A meeting had been arranged with County Cllr Hitchen, Kevin Cosgrove, and Cllrs Faulkner and Kenworthy on 14 September 2018 to discuss the beach and footpath issues.

60/18 Applications for Development

7/2018/4079 – Millstones Olde Farm House, Bootle
New house in garden.
Council resolved to support the development as it would bring a new family into the village.
Concern was raised regarding access/egress onto the road.

(Notification of Intention – Agricultural, Q6g), Mayfield Farm, Bootle Station – Approved.

63/18 Village Matters

63/18.1 Allotment Field

Cllr Kenworthy to raise with West Cumbria Rivers Trust to consider whether it could become part of the wider project.

63/18.2 Proposed Copeland Ward Boundary Changes

To go ahead and be implemented at the May 2019 elections.

63/18.3 Community Plan

The Council agreed the Community Plan should be reviewed and updated.
A request for volunteers for the Steering Group will be placed in Bootle Craic.

64/18 Reports from Representatives on Outside Bodies and Working Groups

64/18.1 Beach

A meeting arranged with Cllrs Faulkner and Kenworthy, County Cllr Hitchen and Kevin Cosgrove (Cumbria Highways) for 14 September 2018.

Cllr Kenworthy asked the Clerk to investigate the Freedom of Information complaint procedure regarding the County and Borough Councils’ failure to respond to the original FOI request.

64/18.2 Wellbank

No change.

64/18.3 Swimming Pool

Funding still being sought.

64/18.4 Wellbank Footpath

To be raised at the 14 September meeting to request a footpath design.

65/18 Correspondence

All correspondence had been previously circulated.

Items highlighted:

• Millom Town Council – invitation to join parade on 11 November 2018 for the WW1 centenary.
  A ceremony will take place in Bootle.
• Letter from CALC regarding changes to fees.

66/18 Councillor Matters

• Parking concerns raised by a resident regarding junction/footpath parking and emergency vehicle access. Photographs of incidents were suggested.
• Concerns raised regarding grass cutting in the churchyard; Clerk to respond explaining that only strimming can be undertaken and Parish Council is under no obligation to carry out grass cutting for the Church.
• Cllr Miles gave apologies for October and November meetings due to work commitments.

67/18 Next Meeting

The next meeting will be held on 8 October 2018 at 7.30pm in the Community Room, Bootle Fire Station.
