The minutes of the meeting held on the 14th October 2019 were approved and signed by the Chair.
The Clerk had previously circulated a report.
The Clerk reported that the applications to Copeland Community Fund and Sellafield Community fund had been rejected.
Discussion took place as to whether there were sufficient funds to be solely financed by the Parish Council. This will be reviewed at the next meeting.

Installation of an 8m timber footbridge with a gate each end and associated making good of fencing to allow access across the un-named beck at Tarn Point for the England Coastal Path National Trail.

The Clerk submitted a bank reconciliation statement which was checked and verified by Cllr Stoker.

The Clerk presented the amended budget to the meeting. Subject to the Clerk’s salary review which would require amendments to the budget expenditure lines of Clerk’s salary and HMRC it was resolved to accept the budget presented.

It was resolved to donate £100 to Great North Air Ambulance
Cllr Capstick reported that she had obtained a community plan from a neighbouring Parish and Cllr Woodcock is to assist in moving the project forward..
The Clerk reported that no response had been received.
In 2020 it is the 75th anniversary of the event. Council to seek permission from Northern Rail to install a plaque on a planter and also an Information Board in the waiting room giving details of the event. Cllr Faulkner to contact Northern Rail for permission.

It was resolved to support the proposed bill Proposed by Cllr Stoker, seconded by Cllr Kenworthy
Cllr Kenworthy had attended two meetings with regards to AMR’s. Cumbria needs to engage further with government to maximise local development of these technologies, and highlight the synergies/opportunity to provide risk reduction by the use of existing fuel stockpiles. A report summarising the meetings is to be produced by UCLAN.
Cllr Read to discuss with WI if they had any plans to celebrate. Parish council resolved to support the community.

Cllr Kenworthy reported that the storms in 2018 destroyed the lights and damaged the Christmas tree. The tree/lights required constant maintenance and by the end of the season looked unsightly. He proposed a 3m 3D outdoor light tree which should survive and look more professional for the whole season.
Resolved to authorise Cllr Kenworthy to purchase one, maximum spend £300

Cllr Kenworthy reported that he had spoken to Bootle in Bloom with regards to the 20/21 budget of £2k. The Clerk to write formally to confirm arrangements. Bootle in Bloom are seeking help in watering hanging baskets and would like members of the community to adopt a basket.
A date had not yet been set for the Clerk’s appraisal.
It was resolved by council that the Clerk’s salary to be increased to £11.22ph from 1 January 2020.

Cllr Kenworthy reported that no update on the Cumbrian Coastal Strategy had been received.
Cllr Kenworthy reported that the flood resilience group Is asking for volunteers to conduct willow, hedge and tree planting work during November, January and February 2020. This will be advertised in the local shop and on social media. Although most of the work will be undertaken under WCRT insurance, some of the work may need to be covered by BPC insurance when WCRT are not present. It was resolved that if the risk assessments and briefings were made available to the Clerk to forward to the insurers then cover could be provided under the existing PL policy.
Further mitigation work is still on going with WCRT to invoke NFM in order to protect households.
