135/20 Minutes of Meeting held on 8th February 2021

The minutes of the meeting held on the 8th February 2021 were approved Proposed by Cllr Todd seconded by Cllr George. The minutes will be signed at the first face to face meeting that is arranged following government advice.

B/Cllr McGrath submitted a report that stated that Copeland BC had now set their budget with a 1.95% increase as per previous years.

The council resolved to support the applicants request for an extension of the Enforcement notice to 11 July 2021, considering it a reasonable timeframe.

142/20`VILLAGE MATTERS

142/20.1 2020 Land Mine Explosion, Bootle Station

Cllr Faulkner reported that Network Rail were happy with the poster and installation. After discussion it was agreed that the unveiling should be VJ Day 15 August 2021. Trudy Harrison MP to be asked to undertake the unveiling.

142/20.2 Community Plan

Cllr George had forwarded an aerial photograph of Bootle village and would get one of the beach

End of Section 1 – The additional text on Bootle Fitness finalised by Cllr Reed and Cllr Kenworthy to be added a piece prior to publication.
Action plan needs finalizing

142/20.3 Dog Fouling

Cllr Todd reported that she is waiting to meet the dog warden to identify hot spots where notices can be displayed. Suggested that in the meantime a piece be put up on Cumbria Craiq to raise the issue.

142/20.4 Car Park

The Chair reported that CBC were the last reported owners of the car park. B.Cllr McGrath to be asked to provide the documentary proof of ownership.

The owner shall then be asked to make serviceable the surface and drains based on the numerous complaints from residents/visitors and church goers about the abhorrent state of it.

142/20.5 Electric Vehicle Charge Points

Ongoing

142/20.6 Local Government Re-organisation

4 options are in the consultation. CALC are proposing to hold a virtual meeting where each option will be presented on 18 March 2021. To be discussed at the April meeting.

142/20.7 NALC changes to Planning

Cllr Faulkner has submitted a response to this as agreed.

142/20.8 Speeding through the Village

It was resolved that CC Highways would again be approached to undertake speed checks and monitor speeding following correspondence from a resident.

142/20.9 Annual Parish Meeting

The Annual Parish Meeting will be held remotely on 28 April 2021 at 7.30pm when the Community Plan and Action Plan will be presented to the community for approval.

142/20.10 Return to Face to Face meetings

Cllr Faulkner to contact the Village Hall to ascertain their plans for re-opening.

To be discussed further at the April meeting one updated government guidance is available.

143/20 Reports from representatives on outside bodies and working groups

143/20.1 South Copeland Partnership

A meeting to be arranged with CALC representatives re their relationship with Parish Councils and GDF project.

143/20.2 3 tier meeting

Minutes have been circulated

144/20 Correspondence

All correspondence has been previously circulated. No issues arise from the correspondence. The following had been received in addition:

  • An email had been received from Cllr G Stoker resigning as a councillor. The resignation was accepted with regret. A letter of thanks to be sent by the Clerk
  • An email had been received from North West Air Ambulance requesting a donation. It was resolved that a donation of £75 be made, which included the £10 amount collected from the toilet honesty box.
  • An email had been received from a resident re community fibre optics. Cllr Read to respond to establish more detail of the issues.

145/20 Councillor Matters

  • Cllr Read had received complaints that the toilet lights were on even when they were closed. Cllr Kenworthy to ask the installer to investigate as they are on sensors.
  • Cllr Read reported that she had received complaints from residents regarding the amount of dog fouling on the new footpath by the beach.
  • Cllr Todd requested an update on the Well bank development. Cllr Faulkner stated that he believed some work would be commencing in Spring 2021
  • Cllr Faulkner stated that the Patient Participation Group were seeking new members. Cllr Todd expressed an interest in joining the group
  • Cllr Kenworthy reported that Bootle in Bloom had already purchased the hanging baskets for the toilets which they hoped to fix and plant as Covid restrictions permitted..

146/20 Next Meeting

The next meeting scheduled to be held 10 April 2021 at 7.30pm via Microsoft teams. Any member of the Public wishing to join the meeting will need to request access prior to the meeting via the Clerk to enable invitations to be sent prior to the
