The minutes of the meeting held on 13 July 2020 were approved. Proposed by Cllr George, seconded by Cllr Read.
The minutes will be signed at the first face-to-face meeting following government advice.

A Covid-19 report had been received and circulated.

57/20.1 Toilet Refurbishment

A £10,000 business grant had been received for the toilets.
The Clerk will contact the approved contractor for a revised estimate and proposed start date.
The Clerk will ensure the donation box (part of the original specification) is included.

In line with current guidance, paper hand towel dispensers will be installed, with only electrical provision made for potential future hand dryers.

The Clerk will draft an advertisement for a new cleaner once works are complete.

The Clerk reported the bank statement had been checked and verified by Cllr Woodcock.

61/20.5 Increase in Clerk’s Salary

In line with the recent national pay award, it was resolved to increase the Clerk’s salary by 31p per hour from 1 January 2020.

62/20 Village Matters

62/20.1 2020 Land Mine Explosion, Bootle Station

Discussion took place on the draft poster. Some narrative and colour will be added to support public understanding.

62/20.2 Community Plan

Cllr Todd had undertaken the questionnaire under a revised structure due to Covid-19 restrictions.
Seventy responses were received.

Themes emerging included:

  • Beach / coastal erosion
  • Speeding and parking issues
  • Recycling, litter and dog waste
  • Play parks (not Parish Council responsibility)

An action plan now needs to be developed.
An extraordinary meeting will be called to discuss next steps. Proposed by Cllr Kenworthy; resolved.

62/20.3 Website

A local contractor will complete the website accessibility assessment and compliance statement before the statutory deadline of 23 September 2020.

Three quotations had been sought for a new website; contract awarded to Bill Amos, Millom.
Proposed by Cllr Woodcock, seconded by Cllr Todd.

62/20.4 Footway Lighting

Required information had been submitted to Copeland Borough Council.

62/20.5 Monk Moors Telephone/Broadband Issues

New poles have been installed by BT/OpenReach.
Approved fibre installation expected to be in place by Christmas.

The telephone box has been handed over to the Parish Council and requires repairs (to be discussed at next meeting).
Suggested: apply for funding for a defibrillator.

62/20.6 Beach Clean

Discussion took place on how the Parish Council could facilitate future beach cleans.
Possibility of additional litter bins to be explored within the Community Plan review.

62/20.7 Hycemoor Way Road Closure

Cllr Read raised concerns about impacts on residents.
Deliveries and large vehicles will be given access by arrangement with contractors.

63/20 Reports from Representatives on Outside Bodies & Working Groups

63/20.1 Beach

Cllr Kenworthy reported that the Coastal Strategy is still to be published following the 2019 consultation.
He will seek a renewed commitment from Cumbria County Council regarding publication timescales.

Regarding the disappearance of lugworm: an email had been received; the authority is seeking further information and evidence of commercial digging.

63/20.2 Hidden Coast Project

Additional funding required for the viaduct crossing and the bridge crossings over the River Irt.
Feasibility studies are being undertaken.

63/20.3 Stronger Town Fund

Discussions ongoing to gather ideas for potential projects.

64/20 Correspondence

All previously circulated. No issues raised.

Additional correspondence:

  • Email from a Summerhill resident seeking support to lift an S157 local occupancy clause.
    It was noted this is LDNP policy.
    Cllr Faulkner to respond.
