15/41 Declaration of Interest

15/42 Minutes

The minutes of the meeting held on 8th February 2016 were approved and
signed by the Chair

15/43 Police Liaison Report

A report had been received and was accepted.

15/44 PROGRESS REPORTS

44.1 Registration of Land Titles
Still awaiting a reply from the Solicitor. Cllr Faulkner to follow up.
Discussion took place regarding grazing rights on the two fell fields

44.2 Healthwatch
There were no changes in the way the surgery would be run for the next few
months.

44.3 Phone Box
Awaiting a response from the first responders. People at Bootle Station have
been asking in a defib machine would be sited down there. It was noted that
there is a defib machine located at the Fire Station

44.4 Bench Repair/Replacement
Cllr Dunn reported that he had completed one and was in the process of
making the others. Discussion took place in the location of a new one on
Inmans Lane.
The notice boards to be completed after the benches are finished.
Gary Gowan to put new bases in place where required.

No members of the public were present.

15/45 FINANCIAL RECORDS

45/1 The following payments were approved:
L Cooper Clerks salary and expenses £418.98
HMRC Income tax £ 83.60
SH Penellum Toilet Cleaning Services £ 52.50

45/2 No receipts had been received

45/3 No reconciliation of bank statement was required

45/4 Budget Reconciliation Statement – this was presented to the meeting
and was agreed

15/46 VILLAGE MAINTENANCE

46/1 Toilet Refurbishment
It was agreed to use the students to refurbish the toilets, they would undertake
the costing, building but would not be required to undertake any re-wiring,
plastering or tiling.
Agreed to draw up specification and drawings by September 2016 with a view
to work commencing 2017. To be project managed by the Council.

46/2 Queen’s 90th birthday
It was agreed that a street party be organised for June in conjuction with other
local community groups.
It was decided not to purchase the medals.

46/3 Annual Parish Meeting
This to take place on 18 April and the public are invited to attend.
The Annual General Meeting of the Council to be held on 9 May at 7pm

46/4 Grass Cutting – combe View
This will remain with Home Ltd but the council can re-tender for it at the
appropriate time.

15/47 Reports from representatives on outside bodies and working groups

47/1 Beach
Cllr Kenworthy is organising a meeting with the Environment Agency and
other interested parties re using the clay for beach repairs. Looking into a
licence to move.

47/2 Wellbank
Waiting for the plans to be signed off.

47/3 Swimming Pool

A survey is currently being undertaken for the campus on the school field.
The survey results will be analysed before seeking permission to use the field
from the Department of Education.

47/4 Wellbank Footpath
Phil Clegg, LDNP has been looking to improve the existing footpath. There
are design issues with the Wellbank – Village footpath

47/5 Community Planning
There was nothing to report as yet.

15/48 Correspondence

No correspondence other than that previously circulated had been received.

15/49 Councillor Matters

  • It was reported that there were issues with the footpath route to the
    nursery. Ivy had overgrown and forcing pedestrians with pushchairs
    and young children out onto the road. The clerk to report this to the
    Highways Dept for action.
  • It was reported that since the waste bins had been relocated there was
    no dog waste left in the toilets.

The next meeting to be held at Captain Shaw’s Hall Monday 11 April 2016 at 8pm
