83/16 Police Liaison Report

No report had been received.

84/16 PROGRESS REPORTS

84/16.1 Registration of Land Titles

The Chairman reported that he had received correspondence that the land at Hycemoor had been recognized and an application had been submitted to the Land Registry.
Bootle Fell – an application had not yet been made as an additional affidavit was required including a statement with regards to the enclosure of the larger (allotment) field. The Chair to forward the information to the solicitor.

84/16.2 Healthwatch

A response was agreed to the Success Consultation.
The Doctors surgery was still on restricted hours/days
Cllr George agreed to attend the Healthwatch meeting on 23 November and put forward the Parish Council’s views of the Nugen project effect on local health services. Cllr George to report back at next meeting.

85/16 PUBLIC PARTICIPATION

No members of the public were present.

The Chair reported that there had been a multiple email exchange regarding the planned meeting of residents of the August flood and representatives from Cumbria CC and the Environment Agency. The meeting is planned for 24 November, although this has not been finalised. It is hoped that the meeting will look at the whole of the catchment area of the Annas river.

86/16 County Councillor and District Councillors’ Reports

Cllr Hitchen had had a meeting with the Highways Dept regarding the beach road, the solution put forward would mean losing the top of the beach.

Single storey building to house a swimming pool and related changerooms and equipment rooms. Relocation of existing children’s play area within the proposed site boundary

The Chair reported that the committee were negotiating with Sport England for funding as it was a community pool

88/16.5 To consider the Budget Comparison Report as at 31 October 2016 and determine action need to address deviations from the budget.

88/16.6 To approve the draft budget for 2017/18 and determine the precept for 2017/18

A draft budget for 2017/18 was presented to the Council by the Clerk. After discussion, some changes were made and the budget was agreed upon. It was RESOLVED that the precept for 2017/18 will be £14000.

89/16 VILLAGE MAINTENANCE

89/16.1 Flooding

This had been discussed during the public session meeting. See 85/16 above

89/16.2 Northwest Coast Connections inc Joint Parish Council meetings

National Grid were holding their public open day on Friday 19 November.
Issues of concern were:

  • the proposed railway siding location and access
  • increased road transport through the village
  • effects of the works on the community

It was debated whether to hold a consultation with the community on the proposals at the beginning of December.
The Chair had written to National Grid and the Planning Inspectorate requesting an extension until February as the current consultation period was inadequate.

89/16.3 Emergency Plan

This was deferred to the January meeting.

90/16 Reports from representatives on outside bodies and working groups

90/16.1 Beach

Cumbria County Council and Copeland Borough Council were still in discussion as responsibility for the road.

90/16.2 Wellbank

A new site entrance was to be installed from 1 December 2016. An amended planning application had been submitted.

90/16.3 Swimming Pool

Awaiting the planning decision
